Definition
A town is defined as having the following features:
- Has multiple identified roads, or common "tracks". At least three of which was built and/or maintained by the Imperial Army.
- Is a recognised collection of 100 or more dwellings (building used solely as housing), all within 5000m of an identified road or track
- Has a combined permanent population, including all eligible freemen and slaves, totalling between 750 and 12000 living individuals
- Has a localised council (or some other form of multi-person governance), democratically elected by the eligible citizens
- Must have some form of organised and equipped militia
- Is not a fort or garrison of the Imperial Army
- A distinct, but not necessarily unique name
