The town tax is the contribution towards the maintenance of all suitable roads and for additional local defence. The amount of tax is reduced if the town erects advanced, permanent defences (such as outposts or stone town walls with manned watchtowers.  A reduction is granted if the town has independent investment in sewage, public baths and aqueducts for the improvement of the health of Imperial citizens. All forms of defences are audited at least annually, and usually randomly.
