Definition

A town is defined as having the following features:

  • Has multiple identified roads, or common "tracks". At least three of which was built and/or maintained by the Imperial Army.
  • Is a recognised collection of 100 or more dwellings (building used solely as housing), all within 5000m of an identified road or track
  • Has a combined permanent population, including all eligible freemen and slaves, totalling between 750 and 12000 living individuals
  • Has a localised council (or some other form of multi-person governance), democratically elected by the eligible citizens
  • Must have some form of organised and equipped militia
  • Is not a fort or garrison of the Imperial Army
  • A distinct, but not necessarily unique name


A town pays less in tax if it erects permanent defences has a town watch and actively participates in maintaining local infrastructure (roads, aqueducts).

Towns pay a moderate amount of Imperial taxes, in addition to the taxes that the individuals present within such towns are liable for. The town tax is the contribution towards the maintenance of all suitable roads and for additional local defence. The amount of tax is reduced if the town erects advanced, permanent defences (such as outposts or stone town walls with manned watchtowers. A reduction is granted if the town has independent investment in sewage, public baths and aqueducts for the improvement of the health of Imperial citizens. All forms of defences are audited at least annually, and usually randomly.
