Ferry

As the Merebian Empire is a collection on islands, by far the easiest way for the common folk to travel between countries is the Ferry.

Although a ferry can be any small water-borne craft capable of crossing a river of channel, most ports operate ferries capable of short ocean crossings (typically of 100km or less). These ferries will have a combination of sails and oars, a maximum crew of four, and have the capacity to transport cargo and passengers. Due to their size and limited range, few ferries are capable of voyages of more than three days or so. For longer journeys, more substantial ocean-going vessels are required. However for the vast majority of purposes ferries remain a relatively cheap and reliable transport method.
