He Who Must Be Obeyed is widely assumed by scholars to be some form of divine entity. This divine power appears to have one one documented believer: Boris Da Ax.
A few shrines to this entity, erected during the 3rd century IC, still exist scattered across the Empire. No festivals or rituals are associated with these shrines and their purpose is therefore a matter of speculation.
