Definition

A village is defined as having the following features:

  • Has one or more identified roads, or common "tracks". At least one of which was built and/or maintained by the Imperial Army.
  • Is a recognised collection of 25 or more dwellings (building used solely as housing), all within 2000m of an identified road or track
  • Has a combined permanent population, including all eligible freemen and slaves, totalling between 71 and 749 living individuals
  • Has a localised form of governance, democratically elected by the eligible citizens
  • May have some form of organised militia
  • Is not a fort or garrison of the Imperial Army
  • A distinct, but not necessarily unique name

Taxes

Villages pay a small amount of Imperial taxes, in addition to the taxes that the individuals present within such villages are liable for. The village taxes is the contribution towards the maintenance of any suitable road and for local defence. The amount of tax is reduced if the village erects simple, permanent defences (such as defensive ditches or a simple palisade wall. A further reduction is granted if the town forms, and properly maintains, a militia. All forms of defences are audited annually.
