For travellers using the pass through the Hammer Peaks at Overlook, Fort Elsir is the closest Imperial Army base and one of a number of such forts scattered a roughly equal distance across Thorast.
Fort Elsir is home to 2 cohorts (the 4th and 6th) of the 62nd Imperial Army Legion. These supply a fighting force of about one thousand soldiers with which to protect the surrounding area.
Luckily the Elsir Vale is very sparsely populated, with just a handful of villages and the main population centre, Overlook, is protected by it's own garrions at Bordrin's Watch. Hence Fort Elsir is capable of protecting a much larger area then its compliment of soldiers would usually suggest.
