The Guild of Messengers and Couriers is how the vast majority of citizens of the Merebian Empire send letters and parcels. For these people, using arcane methods of transporting such items if either impractical (due to distance from any outpost of the Cerulean Chancery), or prohibitively expensive.
Having said that, the Guild is easily the second most expensive way to send anything to anyone!
