Fort Elsir is home to 2 cohorts (the 3rd and 4th) of the 56th Imperial Army Legion. These supply a fighting force of about eight hundred soldiers with which to protect the surrounding area.
Luckily the Elsir Vale is very sparsely populated, with just a handful of villages and the main population centre, Overlook, is protected by it's own garrison at Bordrin's Watch. Hence Fort Elsir is capable of protecting a much larger area then its compliment of soldiers would usually suggest.
