Definition
A village is defined as having the following features:
- One or more identified roads, or common "tracks". At least one of which was built and/or maintained by the Imperial Army.
- A collection of 25 or more dwellings (building used solely as housing), all within 2000m of an identified road or track
- A combined permanent population, including all eligible freemen and slaves, totalling more than 70 living individuals
- A localised form of governance
- Has no organised militia
- Is not a fort or garrison of the Imperial Army
- A distinct, but not necessarily unique name
This definition rules out groups of travellers, prison camps, forts
Taxes
Hamlets, as a population centre, do not pay any Imperial taxes. However individuals within such hamlets are still liable for taxes.
