As (practically) everyone knows, there are no such creatures as Half-Elves. Biologically Elves and Humans are "compatible" (as in, their "bits" fit together) but they are distinct enough from each other that such unions never result in offspring.


Having said that, some individuals do claim to have mixed parentage consisting on 1 Elf and 1 Human.


It is unknown if this is some oddity of Fae magic, an experiment by the Cerulean Chancery gone wrong, or a curse by the the Gods.
