The Civic Registry in Broogen (Thorast) is situated in the centre of the city, adjacent to the Forum and fulfils the function of helping the King of Thorast (Leopold II) set the taxes for the city.


It does this by recording, where possible, the following:

  • Births
  • Deaths
  • Marriages
  • Sale of Property (Deeds)
  • Manumission of Slaves (once agreed by the Courthouse)
  • Creation of Civic Works by the Empire
  • Creation of Civic Works by the Crown
  • Creation of Civic Works by private individuals
  • Payment for infrastructure (City Watch, Sewers, Lamplighting, etc.)


Individuals are responsible for informing the Registry of any change of circumstance that might result in change of their tax situation. The Crown takes a very dim view of anyone who doesn't declare such matters and many a public flogging and fines are levied on such individual.


These records are available to the public for a nominal fee, typically 1 denari (which covers the cost of a clerk to locate the necessary records). Viewing of any documents is by appointment.


The Registry itself itself is reminiscent of a church and often is noted for its long lines of people waiting to file some document or claim. It has limited opening hours an appointments to discuss any matter typically have at least a ten-day waiting period.
