IPQM is an initialism of the phrase "Imperatus Populusque Merebius", meaning "the Emperor and People of Merebia".
These four letters often appear on the standards of the the Imperial Army as well as on the Imperial flag (although the presence of these letters on the Imperial flag is not mandatory).
